Steve, I agree w/you about an apparent lack of a flood plan. When I was working in the manufacturing industry, I developed a "Prepardness, Prevention & Contingency" Plan (req'd by the PA EPA) for several companies in the event of a hazardous waste spill or contamination of soil. Such req'd regular monitoring of hazardous waste materials (spent chemicals including acids, old oil, machine cutting fluids, etc) & an action plan, including the notification of certain agencies, when a spill occurred.

If PA can impose such a requirement on manufacturing facilities, why can't they require a flood plan for fish nurseries, as Steve suggested?

True, the Tulpy situation is unusual since the stream belongs to PA, but the overflow fish were NOT state stocked. It's an awkward situation in which the PFBC showed its ineptitude........again!

Itlooks like the yuppys win again . It s Ajoke the fish comission got in volved in the first place they are not there fish in thee first place. It seems to me that after all the floods we have had these nitwits at the fishfarm would have some kind of plan in case of a flood . Maybe up at Woods Hole they should spend more time on flash floods andhuricane models than aquaculture and fish farming .Now thanks to this nitwit/mad scientist ,fish farmer the upper tulpy is ruined and once again the Pa sportsman have to pay not to mention the damage these mutant fish have on the native strain of fish . And as far as the baitbombers What do you think is going to happen if you dump a bunch of fresh restarauarant quality fish into an area were the locals can barely afford a can of tuna maybe do not cover economics up there at woods hole . I thinkwhen this happens again we could have aclub outing and everybody would catch fish . We could call it the nitwit fish farm day .

Damn!! I haven't fished the Tulpy but regret the need for homeowners to post "No Trespassing" signs in order for inconsiderate fishermen to be kept off the properties. And it looks like the frustrated homeowners will not reverse their position. As usual, the PBFC did too little, too late to salvage the situation. Double damn!!!!!!!

That's a shame. Sounds like a bad bunch of bait bombers swarmed in and maybe lack of enforcement from the fish commission contributed to this. I was curious where this happened so I googled the Limestone Spring Trout Hatchery (point A, 930 T400, Richland, PA) and the Marion Township Rod and Gun Club (point B, 595 Richland Road, Richland, PA)

I didn't even know the Tulpy ran out there yet alone seen it. I fish mainly below the lake and only once or twice above the lake.
